Finns were shocked to learn about a demand made by the Allied Control Commission on March 13, 1945. All editions of large scale maps and aerial photographs of the ceded territories were to be collected and delivered to the Allied Control Commission. This task was one of the toughest demands to Finland made by the Allied Control Commission. More than 16 million map pages, nearly 40 train carloads of maps, were transported into The Soviet Union.

Although the Allied Control Commission left Finland in 1947 and although after the ratification of the peace treaty its demands could not be considered as important, the strict limitations as to the use of the maps of the ceded territories, were implemented for as long as 40 years. The use of the maps was forbidden until 1989, which caused problems to among others historians and genealogists.

In his article in Banned Maps Veli-Matti Syrjö deals with the period after the war reporting among other things how one was supposed to proceed with the Allied Control Commission and discusses why the maps of the ceded territories were banned in Finland for such a long time.

The atlas comprises of all of the topographic maps at 1:100 000 of the ceded territories.
